Commissioning of Edge of Care services - Social Impact Bond
| Purpose | Lancashire County Council intends to commission on a payment for outcomes basis a service to improve life chances for children and young people in some of the most deprived areas of Lancashire. The specific social issue the service seeks to address is a combination of avoiding the unnecessary entry of children and young people into care, reducing their duration in care, and impacting upon their high Risk of Not in Education, Employment, or Training (NEET) through improving educational engagement and reading age. The service will operate at the cusp of care and either side of the care divide and be targeted on primary and secondary school-age children and young people within the Burnley, Hyndburn, Pendle and Preston areas. It is anticipated that a Social Impact Bond approach will underpin the outcomes-based service and that the SIB contract holder will commission independent evaluation to support continuous improvement and shared learning. It is our intension that the contract would commence in September 2019. The council has devised a draft proposal for the commissioning of Edge of Care Services via a Social Impact Bond Contract. The draft specification ha been uploaded for you to review and express your opinions through answering the online market engagement questionnaire. Commissioners would like to invite stakeholders to express their views through participating in our online market engagement questionnaire. Please read the draft specification, which is a working document that will be updated prior to any tender publication, before completing the questionnaire. The council is holding a market event to present the commissioning strategy for the service and engage participants . The event is for all organisations who are interested in participating in the commissioned solution, whether service deliverer, social investment related organisation, specialist intervention provider or independent evaluator. The event will be structured to enable introductions between organisations and networking. The Market Engagement Event is to be hosted on Monday 10th December at 1pm until 4pm at County Hall, Preston, PR1 OLD.
