A model representation form, and guidance document, is provided.
Representations must be received at these addresses by no later than the end of 1st November 2026.
Please state in your representation if you wish to be notified of:
- The submission of the local plan for independent examination,
- The publication of the recommendations of the independent examiner,
- The adoption of the local plan.

Purpose Lancashire County Council, Blackpool Council, and Blackburn with Darwen Borough Council are currently undertaking a review of the Joint Lancashire Minerals and Waste Local Plan (the Local Plan forms part of the Development Plan for the area, and informs decision making on planning applications). The purpose of this consultation is to collect views on the soundness of the Plan, to allow the Councils to decide whether they should submit the draft Plan to the Planning Inspectorate for examination. These views will also be presented to the Planning Inspectorate to inform the examination into the soundness of the draft Plan.
This draft revised plan covers the administrative areas of Lancashire County Council, Blackpool Council, and Blackburn with Darwen Borough Council.
The draft revised plan sets out strategic and development control planning policies for minerals and waste developments within these administrative areas.
